On the afternoon of March 6, the Faculty of Law & Public Administration – University of the Pacific Ocean (UPO) organized a law seminar titled “Tax Policy and the Legal Environment for Ensuring the Development of the Private Economy in Vietnam in the New Era.”
The program attracted the interest of lecturers, law students, and individuals interested in legal and economic issues.

The seminar featured presentations by Assoc. Prof. Dr. Ngo Huy Cuong from the University of Law, Vietnam National University, Hanoi, and Lawyer Ta Quang Tong, Master of Laws and member of the Vietnam Bar Federation Council. Combining academic perspectives with practical experience in legal research and professional practice, the speakers provided in-depth analyses of the role of tax policy and the legal system in supporting the development of Vietnam’s private economic sector.


During the seminar, discussions focused on clarifying the relationship between tax policy, the legal environment, and the growth momentum of private enterprises, particularly as the economy enters a phase of transformation and deeper international integration. The speakers highlighted opportunities created by existing policies while also pointing out potential challenges and legal barriers that private businesses may encounter in their operations and development.
In addition to the speakers’ presentations, the program also included an interactive discussion session. Many questions from students and participants addressed practical issues such as the application of tax laws, the business environment, and future directions for improving the legal framework to create more favorable conditions for the private sector.

Through the seminar, law students had the opportunity to directly access both academic insights and practical experiences from legal experts, thereby expanding their understanding of tax policy, the legal environment, and the role of law in promoting economic development. At the same time, the program strengthened the connection between academic training and real-world legal practice.
The event was one of the academic activities within the Law program at the University of the Pacific Ocean, contributing to a dynamic learning environment where students are encouraged to exchange ideas, engage in critical discussions, and approach legal issues from multiple perspectives.
